馬總統，請給社會與人民「三安」
歐洲台灣協會聯合會認為，當前台灣小至千瘡百孔的政治經濟和社會問題，
大至主權讓渡棄守的疑慮，在在都反應出馬英九政府漠視台灣人民最在乎的「三安」問題：
政治與社會安心、國防安全、以及經濟安穩。
歐台會在海協會陳雲林會長來台之際，強烈呼籲：馬英九總統面對中國，對外代表國家，不能自我矮化、也不能被矮化。
馬英九政府，必須正視台灣人民內心渴望的「三安」問題。為了達致這「三安」，馬政府必須改變沒有安全避險觀念的中國門戶洞開政策。
歐台會主張，馬英九政府必須秉持全球化下國家治理(governance)的三大原則：
透明化(transparency)
社會徵信(accountability)
人民負責(responsibility)。
首先，所有牽涉兩岸的政治、經濟、社會和文化事務與政策的形成與制定，都必須透明公開。
必須在國對國關係，而非透過模糊「半官方」民間組織(海基會、海協會)，迴避外交系統。
台灣與中國的關係不能在這種官不官、民不民的情形下秘密進行。
不能一下子連胡會、一下子海基會與海協會、又一下子變成馬英九陳雲林會等等。
在資訊公開透明的前提下，政策必須由社會討論形成共識，此乃社會徵信問責之基本態度，人民有權參與影響人民生活的兩岸政策之制訂與開
放.
